Introduction

The Government of Nepal enacted the Electronic Commerce (E-Commerce) Act, 2081 to regulate the rapidly growing online business sector. This law establishes clear rights and responsibilities for online buyers and sellers, protects consumer data, ensures transparency, and prevents unfair business practices.

As an intermediary e-commerce platform, Blanxer is committed to helping its users (online sellers) meet all the legal and technical requirements of this new Act.

This guideline has been prepared to help Blanxer users:

  • Understand their legal obligations under the E-Commerce Act, 2081.

  • Properly configure their Blanxer-powered website to meet compliance standards.

  • Register their business on Nepal’s official E-Commerce Portal.

E-Commerce Portal Registration (doc.gov.np)

Note: All existing online businesses must complete this registration by Shrawan 2, 2081 to remain compliant.

Step 1: Visit the Official Portal

  1. Go to: https://doc.gov.np

  2. Navigate to विद्युतीय व्यापार सूचीकरण

Step 2: Create a User Account

Click SignUp “विद्युतिय ब्यापार(e-Commerce) फर्म सुचीकृत गर्न युजर र पासवर्डको लागि “

Fill up the information and ‘Register’

After you register, you will see this screen.

First, search for your company name using this PAN search link: https://ird.gov.np/pan-search.

You can use this link to find your company name and other details in Nepali.

Once you find your company name, you’ll see an "Ecommerce Register" button. Click on that button, and you’ll need to enter your company details.

However, there are few things you might not understand, so we’ve explained them below:

  1. व्यवसाय गर्ने विद्युतिय प्लेटफर्म (Platform used for doing online business): Here, write “Blanxer”.

  2. Firm Renewal Document

For this document upload:
If your business is registered in a Ward, upload the Ward renewal letter you collected from the Ward office.
If your business is registered in
OCR, upload your OCR renewal certificate.
Upload whichever one applies to your business.

Penalties for Violations Under the E-Commerce Act

  3. Legal action from the Department of Commerce or Consumer Protection

Final Notes for Blanxer Users

Note: All existing online businesses must be listed on the DOC portal by Shrawan 2, 2081 to avoid penalties or disruptions.

Once your listing is approved, you'll receive an E-Commerce Portal Listing Number Display this number in your website footer as mentioned before.

You only need to register once per business, even if you operate multiple websites.
